David Torrisi, president of the Commonwealth Dispensary Association, noted that the state's established market continues to attract out-of-state buyers despite increased local competition. "We're still seeing significant cross-border traffic from New Hampshire and Vermont," Torrisi said. "But we can't take that for granted as more states come online."
The $1.65 billion in recent annual sales represents steady growth from the market's early years, though the pace has slowed compared to the explosive expansion seen in 2019 and 2020. "We've made progress, but there's still work to do," acknowledged CCC Commissioner Ava Callender Concepcion. "Our priority is ensuring the market remains competitive while advancing equity goals."

Industry analysts expect Massachusetts to hit $10 billion in total sales by late 2025, assuming current growth rates continue. However, several factors could impact that timeline, including federal rescheduling decisions and continued market expansion in neighboring states.
The weather-related sales spike also raises questions about consumer behavior patterns. Some retailers reported 30-40% increases in sales during the two days preceding the snowstorm, with edibles and pre-rolls seeing particularly strong demand.
"People were definitely preparing to hunker down," said Maria Santos, manager of a Boston-area dispensary. "We had lines out the door on Monday and Tuesday."
The CCC plans to release more detailed fourth-quarter data later this month, including breakdowns by product category and geographic region.
